M & E Project Coordinator
Duties
- Be responsible for successful monitoring and evaluation of HACC program and projects, internal assessment, including the strategic information and related fields
- Develop HACC M&E Guideline, M&E tools, M&E Plan, M&E frameworks, data management and data reporting system
- Conduct monitoring and reviewing the implementation of HACC strategic plan towards desired outcomes and goal
- Collect, collate, compile, process and analyze relevant data of HACC program/projects
- Assist program staff in developing appropriate and good indicators and targets to measure outcomes and impact of intervention for HACC and all projects
- Develop and work with HACC staff in proposal development
- Work with HACC staff in developing HACC policies, guidelines and procedures
- Conduct all types of research or studies for strengthening of HACC, members and advocacy purposes
- Produce HACC comprehensive report for HACC such as annual and quarterly progress reports
- Organize civil society contribution to UNGASS, UA, NSP, SRA, NASA,
- Overseen and implement M&E project funded by the Global Fund
- Overseen and provide technical support on a series of trainings on M&E
- Attend any meetings, workshops or forums organized by HACC, government, NGO/CBO or concerned institutions
Requirements
- Master degree in Public Health, Social Sciences or related field
- Fluent in Khmer and English
- Minimum 5 years working experience within the NGO health/Network sector
- Previous experiences in M&E and researches
- In depth knowledge of HIV/AIDS and health related issues
- Good leadership, pedagogical, communication and interpersonal skills
- Strong analytical skill and experiences
- Physically fit and willing to spend extended periods of time away from home
- More experiences with advance Excel is advantaged

Regional Officer I
Duties
- Organize regular provincial membership meetings
- Organize provincial HIV/AIDS awareness campaign, meetings, workshops, exchange visits and other events with local authorities.
- Coordinate and follow-up provincial issues identified in meetings with local PAO/PAS and other external stakeholders
- Collect issues and problems raised by NGO/CBO to be published in newsletters and for advocacy purposes.
- Collect and update NGO/CBO profile from its regions
- Provide on-going coordination, communication and support HACC member CSOs in the region
- Participate in meetings and workshops are requested by stakeholders
Requirements
- Masters/Bachelors degree in Public Health, Social Sciences or in a related field
- At least 3 years experience in the field of HIV/AIDS project management, coordination and facilitation in NGO context
- Willing to stay in one of the following province as stated in the coverage provinces
- Fluent in Khmer and English
- Previous experiences in working and organize meetings and workshops with local authorities and stakeholders
- In depth knowledge of HIV/AIDS and health related issues
- Good leadership, pedagogical, communication and interpersonal skills
- Strong analytical skill and experiences
- Physically fit and willing to spend extended periods of time away from home

Administration Assistant
Duties
- Assist to negotiate with supplier or house owners for rental agreement and extension of the contract to make sure that renewed to support HACC activities.
- Assist update asset list for all projects
- Filling system to make sure that it is in order and is organized and up to date maintenance of the system
- Support on logistic for meetings, workshops and trainings conduct by HACC
- Assist Administration Coordinator to follow up time sheet, monthly leave and annual leave records
- Assist to prepare and support for business travel HACC staff and visitors who are going abroad for HACC business regarding ticketing and relevant documents
- Prepare log sheet summary and charging gasoline through motor/vehicle’s log sheet
- Deliver/received all invitation, documentation, IEC material to HACC member and stakeholder on time and ensuring correct delivery
- Deliver letters and documents from HACC to NGOs and stakeholders as well as receiving from stakeholders to HACC
- Maintain delivery record book and summit to Administration Coordinator for check every month
- Assist in typing documents/letters, photocopying and collate document as necessary
Requirements
- Bachelor degree in Business Administration or equivalent field
- At least 2 years experiences in administrative work particularly, preferable within NGOs
- Experiences in filing and developing system for filling for hard documents and computer files
- Good oral and written English and Khmer communication skills
- Well versed in Microsoft Office, Email and Excel
- Ability to work effectively under pressure
- Most importantly, gender sensitive and committed to women’s rights
