Royal Government (RGC) has prioritized developing hydropower projects incountry, includingconstructionthe Kamchay dam (193 MW),improve energy supply incountry.  Concurrently, improvingcountry’s agricultural sectoranother priority policythe RGC. RGC stated thatpurposeconstructing Kamchay DamKampot Province was two folds: 1)generate electricity;2)improve local livelihoodsfarmers by providing irrigated water.

However,NGOF has heard complaints aboutdaman affected community, including thatpriceelectricitystill highpeople are having difficulty accessing NTFPs. Also,information provided incompany’s ESIA reportnot clearNGOs had criticizedcompany’s ESIA process. Therefore,NGOF seeksconsultantconductpost-project environmentalsocial impact assessment (ESIA)the Kamchay Dam, which will report onactual impactsthe dammonitorevaluateoriginal ESIA.   

Consultantexpectedwork overperiodat least 36 days between JulyOctober 2012.  project’s final reportexpectedbe completed by October 31, 2012.

  Requirements
  • The Consultant is expected to fit the following criteria
    • Proven technical background and competency in carrying out environmental research and writing reports;
    • Preferably experience conducting impact assessments
    • Excellent communication and writing skills in Khmer and/or English
    • Strong research, facilitation and interviewing skills
    • Master’s degree or higher in environmental science or social sciences; and
    • Ability to work in remote locations
