Humanitarian Programme Coordinator ( Ref: INT5515)
Duties
- KEY RESPONSIBILITIES
- The responsibilities outlined below could be summarised as coordination, management, advisory, and practical support to develop emergency preparedness and response within Cambodia. The Humanitarian Coordinator will support the ACD, and the Country Management Team to ensure that Oxfam in Cambodia is both competent and influential in dealing with the humanitarian issues within the country
Requirements
- ESSENTIAL
- At least 3 years experience with an INGO in implementing and managing humanitarian responses, including experience in building local capacities to assess, design and manage programmes and projects
- Education: Master in International Management, Humanitarian or Development related field of study
- Good understanding of relief and development issues, preferably in the context of complex emergency situation. Demonstrable experience of policy development in relation to humanitarian response work
- Analytical skills with knowledge and experience of participatory methodologies in data collection research and impact analysis
- Demonstrated ability to think strategically, a high level of analytical skills
- Excellent interpersonal and team skills, as well as, ability to work independently
- Knowledge and proven experience in managing the project cycle, including project planning, implementation, monitoring and evaluation
- Strong interpersonal skills and proven management and leadership experience
- Demonstrable skills in gender analysis in humanitarian response or preparedness programming, and a clear understanding of the practical significance of gender issues in humanitarian environments
- Experience of identifying training needs and co coordinating training implementation
- Demonstrated financial management skills of various size, and multi-funded projects, including budget development and monitoring
- Representation skills, including donor liaison, and contract management
- Fluency in both written and spoken English
- Computer literacy
- Willingness to work flexible hours and to travel frequently within country and overseas
- Commitment to Oxfam’s overall aims and beliefs, including equal opportunities and gender equity in all aspects of Oxfam’s work
- DESIRABLE
- Demonstrated facilitation and coaching skills
- Fluency in any major languages of Cambodia
- Training in Disasters Preparedness/Emergency Response (desirable)

Gender Promoter for WASH Project
Duties
- CORE RESPONSIBILITIES
- Support project management and technical staff in incorporating gender issues in the project activities and monitoring and evaluation system
- Liaise closely, continuously and constructively with primary stakeholders, local government, potential contractors and other relevant projects to exchange ideas on the gender-sensitive WASH approach, processes and impacts
- Work closely with WWPs to support them to prepare and implement their proposal, to prepare and lead the regional gender forum, to register and attend commune council meetings
- Assist in gender-sensitive participatory planning and support implementation. Ensure women’s issues appear in local plans
- Write regular reports for the WASH PO
- Keep record of expenses and activities conduct in the field
- Assist the WASH PO in preparing the monthly documentation needed for the project
- Assist the WASH PO in organizing monitoring field visits
Requirements
- Good knowledge and understanding of gender, poverty and development issues in Cambodia
- Gender analytical and mainstreaming skills
- Good English spoken and written communication, including reading and listening
- Good interpersonal skills
- Skilful in the use of computer software, specifically MS Word, Access Database, Excel, Internet Explorer, and Lotus Notes
- Good in time management and coordination
- Ability to facilitate training especially for illiterate people
- Ability to perform multiple tasks and sort out conflicting priorities
- Ability to work and perform tasks under pressure, without close supervision but also a strong team worker
- Commitment to understand and promote the rights of poor men and women
- Ability and willingness to undertake extensive travel in the field and work in emergency context
- Willingness to learn new skills

Community Mobilizer for WASH Project
Duties
- Train and mentoring target community members in hygiene promotion and PHAST
- Facilitate meetings at village levels
- Support the WASH PM in the selection of the beneficiaries
- Help solving issues between beneficiaries, between villages and between Oxfam and local authorities
- Monitor construction works
- Follow up how the beneficiaries and the hygiene promoters practice hygiene promotion
- Write regular reports for the WASH PO
- Keep record of expenses and activities conduct in the field
- Assist the WASH PO in preparing the monthly documentation needed for the project
- Assist the WASH PO in organizing monitoring field visits
Requirements
- Some prior knowledge of health, hygiene, teaching, or community development
- Strong communication skills
- Good listening skills
- Sensitivity to the needs and priorities of different sectors of the community
- Trust and wide acceptance by the community
- Diplomacy, tact, and negotiating skills
- Literacy, numeracy, and record keeping skills are desirable but may not be essential

Programme Assistant
Duties
- Assist the PC-Provincial Facilitator and POs in representation, communication and dealing with other tasks as required
- Act as focal point to share information about Oxfam to interested people /organization
- Maintain filing system of provincial CSMP and other partnership program
- Assist and support team members, consultants and researchers undertaking networking, consultations and fieldwork
- Provide efficient, effective administrative support, e.g. filing, typing, logistic to programme team
- Translation of documents, take minutes of team meetings and workshops as necessary
- Assist consultants and visitors with interpreting during field visits
- Contribute to the running of training and workshops and other capacity-building activities
- Maintain team information system and records
- Maintain database system in computer and IT system
- Keep informed of the general Cambodian development context with a special attention to issues of poverty, gender relations
- Liaise with the programme team in understanding the relevant development programme policy and procedures, and for taking specific pieces of work
Requirements
- Basic understanding of community development principles
- Minimum 1 year of working with poor people in the field at grassroots level
- Willingness to undertake extensive travelling, and irregular working hours if necessary
- Ability to work under pressure in an emergency
- Good level of English (Written, spoken, and reading)
- Ability to prioritise effectively
- High knowledge on spreadsheet, database and e-mail computer software
- Willingness to learn new things
- Minimum general education of Batchelor’s Degree or equivalent
- Commitment to the cause of the poor and to address gender inequality at all levels of work.
- Strong social skills and a proven ability in working with community groups, teamwork, inter-personal sensitivity
