Duties + Requirements

Consultancy for Upgrading the Database of the Arbitration Council Foundation

Duties

The Consultant’s duties and responsibilities will include, but not limited to:

PLANNING AND ANALYSIS STAGE:

Gather all necessary information by reading relevant documents and consultation with relevant staff members
Devise a plan for the system development including methodology to be used and timeframe
Define the database requirements based on the information collected from the relevant documents, consultation and inspection of the current system
Develop all relevant diagrams for system design

DESIGN STAGE

Design prototypes of the database
Design the interface of the database

CONSTRUCTION AND UPGRADING

Construct and upgrade the legal database system while testing the modules and continuing the construction and upgrading

TESTING

Test the system, identify errors and modification and apply
Final testing of the system
Finalize and complete the system
Migrate data from current database to the upgraded one

DOCUMENTATION AND TRAINING

Advise ACF on strategies for effective maintenance, including input of data and retrieval of information
Prepare and provide user manuals for external subscribers and data entry staff
Train relevant users

SUPPORT AND MAINTENANCE

Provide one year of system support and maintenance

Requirements

The NGO or Firm shall have the following qualifications and experience:

Information Technology NGOs or Firms duly registered with the Royal Government of Cambodia
NGOs or Firms with a minimum of 5 years of demonstrated experience relevant to database planning, development, management, upgrading and maintenance
Developers employed for the project must have a minimum of 3 years of demonstrated experience relevant to database planning, development, management, upgrading and maintenance
Knowledge and experience with MySQL and other similar programs for database development
Outstanding skills in web development including search functions and SEO, and open source software and databases
Excellent and proven ability to manage databases and create innovative solutions for database management
Proven knowledge and expertise about internet security
Advanced computer skills including office tools and ability to work online using Internet are a prerequisite for successful completion of tasks
Good understanding of management information system is required
Knowledge and experience in e-commerce would be an asset
Experience in developing legal database and legal case management would be an asset
Proven record of capacity to work collaboratively and deliver quality product on time
High commitment to excellence in service and quality
Prior experience and knowledge of Cambodian laws and legal systems, especially in relation to labor dispute resolution and Cambodian industrial relations, in particular the work of the AC would be an asset
Experience with/broadly understanding about World Bank/IDA-funded projects and/or ROC projects would be an asset
