Description

ICSO first strategic plan 2007-2009 had been completed for its first starting operation and the external evaluation been conducted which been formulated the second strategic plan 2010-2012. The 2010-2012 programs/projects have been implementing up to date. The ICSO internal mid-term evaluation has been conducted mid-year of 2011. ICSO would draw up attention for formulation its new third strategic plan for 2013-2015 for the next three years, which ICSO intended to proceed for independent external evaluation of the whole programs/projects impact assessment in the period of 2010-2012 strategy.

OBJECTIVES OF EVALUATION

The degrees to which ICSO projects/programs as described in the strategic plan 2010-2012 within relevant rolling year planning and relevant projects proposals have been reached their expected result, main actions, objectives, goal and whether contributed to its core value, mission and vision set?   • KEY ISSUES AND QUESTION TO BE ADDRESSED
    • This 2012 outcomes and impact assessment for 2010-2012 programs implementation that must be of the general ICSO programs assessment of Phnom Penh, Ratanakiri and Mundulkiri programs
      • Have the recommendations of the last impact assessments in 2009 and 2010 been addressed by ICSO?
      • What has been the level and quality of ICSO communication and collaboration with other NGOs?
      • How effectively did the original programme design involve communities and how well does it reflect their aspirations, desires and needs?
      • Were the objectives and approaches selected and implemented the most appropriate, given the issues faced by communities and the operational situation occurring at the time?
      • How well has the programme supported people’s organizations and empowered communities to take control of their own development?
      • In what ways has the programme delivered enhanced community wellbeing?’ (this is more than just delivering the objectives but also looks at aspects of self-esteem and responsibility).
      • What are the major barriers to greater outcomes and impacts?
      • What is ICSO staff understanding of people’s movements? What is ICSO staff understanding of economic and political systems operating to impact local communities?
      • Is there similarity between the NGO processes (management, planning, and communication) and community-based processes for dealing with challenges and problems – and of attempting to develop strategies for change at local and at structural/systemic/societal level?
      • How are these communities and local NGOs situated and communicating within this larger social movement – or people’s movement – with their neighboring communities, within networks of communities supported or facilitated through local NGOs or movement-based social-change organizations, and community activist-based networks such as IRAM?
      • Is a community’s place within a larger social movement helped or hindered by the activities of the NGO?; or, by issues such as NGO territoriality?; an NGO’s personnel re: power relations, self-perceptions, ‘real’ knowledge as opposed to conventional preconceptions based on the propaganda of the state and the development industry?
      • Do community members’ view these individuals or organizations as supportive, innovative, approachable, honest and respectful, or as yet another NGO with its own agenda, objectives, and ulterior motives?
      • Do the organization and its personnel work in such a way and facilitate research and discussions with community members and other partners/colleagues that encourages individual- and community-based analysis of the root causes of the problems, threats, and challenges they are facing individually and collectively?
  • DELIVERABLES
    • An evaluation report of will be required to be submitted
    • WORD version for drafts and PDF version for final report
    • An executive summary of 3-5 pages
    • 20-30 pages for the main body, including summary of outcomes and impacts, lessons learned, conclusions and recommendations
    • Appendices will be extra to those 20-30 pages and shall include this TOR, CV’s of main evaluators, list of people/groups consulted and list of documents reviewed
    • The main body of the report will need to be in Khmer and English
    • A PowerPoint presentation that can be used to present the main findings and recommendations
    • The evaluation is expected to display a high level of critical analysis and include relevant, practical, proactive recommendations based on evaluation findings
