Duties + Requirements
Administrative/Finance Officer
 
  Duties
  • Keep track of budget control for separate donors and for whole budget
  • Ensure that proper financial procedures and systems are implemented and maintained
  • Prepare financial reports in line with donor reporting requirements
  • Provide timely and accurate monthly, semester financial report
  • Develop and keep updated the finance and administrative policies
  • Maintain cash forecasting so adequate funds are available to meet program requirements
  • Manage the expenditure of administrative tasks and assist program to keep ongoing activity expenditure on track against budget plan
  • Participate in proposal preparation and budget proposals
  • Prepare budgets amendments as required in collaboration with Management team
  • Ensure that all financial procedures are carried out in line with AUA and donor policy and guideline
  • Conduct field visit to monitor and supervise the financial and administrative tasks
  • Provide technical support on financial management system
  • Ensure all accounting reports and supporting documents kept in appropriate files
  • Prepare payroll
  • Prepare National Social Security Fund (NSSF)
  • Alert and ensure that staff performance is appraised
  • Prepare staff contract
  • Participate staff capacity building assessment
  • Participate with management team in problem solving
  • Participate in the process of staff recruitment
  • Control staff leaves
  • Check and control inventory list and materials supplies, maintenance and use
  • Provide adequate and transparent procurement process
  • Supervise administrative assistant, office guards and cleaner
  Requirements
  • A bachelors degree in Finance/Accounting
  • At least 3 years work experience in finance and administrative management
  • Experience with NGO and familiar with USAID and MSFF administrative and financial procedures
  • Familiar with the issues related to HIV/AIDS in Cambodia
  • Knowledge of human resources, logistic
  • Strong, effective communication, and the ability to initiate processes and make decisions
  • Flexibility, versatility and tolerance in a complex and ever-changing work environment
  • Computer literate such as Ms Office, Internet & Email
  • Excellent in language ability both English and Khmer
