Duties + Requirements
Technical Officer Strategic Behavioral Change (SBC)
 
  Duties
  • The Technical Officer, SBC will be responsible for providing technical support to FHI 360 supported activities to ensure high quality programming through strong technical input. S/he will work closely with FHI 360 colleagues and FHI 360’s implementing agencies (IAs) on the following tasks
    • Provide regular coordination and support to CNM and NPEH for all project activities
    • Develop Terms of Reference and Detailed Budgets for each activity within the approved Collaborative Work plan in collaboration with CNM and NPEH
    • Monitor implementation of each major activity, including visits to a sample of field sites
    • The monitoring will include validation of implementation, assessment of the quality of management, assistance with the disbursement of funds (as required), and assessment of compliance on environment guidelines for the disposal of medical waste.
    • Help collect and compile written reports of project activities, especially results of major surveys, as produced by CNM and NPEH
    • Develop a comprehensive Communication Strategy for the National NTD Program and coordinate the design and production of subsequent IEC materials
    • Develop educational tools and materials and ensure they are well produced with high quality and followed proper process
    • Provide regular updates on project activities to the Project Director and the Associate Director, SBC
    • Assist with identification and documentation of appropriate cost share for the project
    • Other duties, such as proposal/business development, as assigned
  Requirements
  • Bachelors in one of the following or related fields: Communications and Media, Journalism, Marketing and Public Health required and will also be considered alongside relevant experience,
  • At least 3 years of progressive experience in the public health and behavioral change communication.
  • Knowledge of health and development programs in Cambodia, including sensitivity to cultural, social, political and ethical differences issues surrounding Neglected Tropical Diseases
  • Previous experience in managing programs with USAID is highly advantageous
  • Extensive experience in IEC, BCC and social marketing and communication and media work
  • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding NTD infection
  • Ability to work well with others and to develop and maintain compatibility among government staff, consultants and recipients of assistance.
  • Proven ability to innovate and bring ideas to into practice
  • Ability to negotiate and find acceptable solutions when problems emerge.
  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of programs
  • Ability and willingness to undertake the numerous administrative tasks required in meeting project/program deliverables
  • Computer literate with strong skills in the use of Microsoft Office software (Word, Excel, PowerPoint, Macromedia freehand, Indesign, Photoshop, Quark express, Coral draw, Illustrator); willingness and ability to learn new programs as required

 
Strategic Behavioral Change (SBC) Officer
 
  Duties
  • The SBC Officer will be responsible for providing technical support to FHI 360 supported activities to ensure high quality programming through strong technical input. S/he will work closely with FHI 360 colleagues and FHI 360’s implementing agencies (IAs) on the following tasks
    • Develop educational tools and materials and ensure they are well produced with high quality and followed proper process
    • Provide training and facilitation on technical and programmatic issues related to strategic behavioral communication and institutional strengthening
    • Keep abreast with state of art and updated guidelines with a particular emphasis on strategic behavioral communication to ensure high quality programming in FHI 360 supported sites
    • Work closely with other program areas including Prevention, M&E, Quality Assurance and Improvement, and Facility Based Care and Treatment (PMTCT, VCCT, C&T, RH/FP/MCH) to ensure strong linkages and effective referral systems to develop integrated model sites
    • Provide technical inputs in new and existing national technical working groups on developing the policy, guidelines, and strategic on issues of SBC
    • Represent FHI 360 and provide technical input at the national level technical working groups and coordination meetings on issues related to HIV/AIDS strategic behavior communication
    • Provide regular monitoring and supervision support to sites on both technical and programmatic aspects using appropriate tools and processes
    • Assist in documentation of work and processes of working in SBC
  Requirements
  • Bachelors in one of the following or related fields: Communications and Media, Journalism, Marketing and Public Health required, at least 3 year experiences in HIV/AID program.
  • Knowledge of health and development programs in developing countries.
  • Extensive experience in HIV/AIDS and RH/FP/MCH strategic behavior change issues.
  • Demonstrated experience and abilities in SBC.
  • Prior experience creating and strengthening integrated health services
  • Familiarity with the scientific literature on HIV prevention, care and treatment, particularly with the literature on best practices in integrated programming and SBC.
  • Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infection, especially with marginalized populations
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance
  • Ability to negotiate and find acceptable solutions when problems emerge
  • Excellent written and oral communication skills
  • Ability and willingness to work in a team environment and to mentor less experienced staff
  • Ability and willingness to undertake the numerous administrative tasks required in meeting project/program deliverables
  • Computer literate with strong skills in the use of MS Office packages (Word, Excel, PowerPoint)
