National Technical Advisor on Higher Education Financing and Financial Management
 
  Duties
  • Tasks include but are not limited to those shown below. Full details are shown in the Terms of Reference which can be obtained from the address shown below
    • Investigate as directed aspects of current Cambodian HE sector and institutional financing and financial management
    • Prepare reports on and training programs for Cambodian HE sector and institutional financing and financial management as directed
    • Undertake research into Asia-Pacific regional comparative “best practice” for HE sector and institutional financing, and prepare papers on that for the HE sector in Cambodia
    • Assist in and/or lead training sessions for HE sector and institutional financing and financial management
    • Assist in the preparation of policy papers for improving sector and institutional financing and financial management in Cambodian HE
    • Assist in advising MoEYS and Cambodian HEIs on the improvement of sector and institutional financing
  Requirements
  • A PhD degree in an appropriate discipline (such as finance, financial management, economics, business) from an internationally recognized and accredited university
  • A good working knowledge of public sector financing and financial management, especially in a higher education setting, will be an advantage
  • Demonstrated high level analytical skills
  • Excellent interpersonal and intercultural skills
  • Experience in preparing research and analytical reports
  • Demonstrated excellent verbal communication and written report skills in English
