Description
HACC is a leading coordinating body of CSOs supporting national HIV/AIDS response through CSO representation and voice issue advocacy coordination networking and technical support to its members. With funding from the Global Fund through NCHADS, HACC is now implementing M&E capacity development of the CSOs in HIV/AIDS CSOs in prevention among most-at-risk-populations and CSOs in OVC care in the community. M&E knowledge, skills and competency building training contents and technical topics for training have been selected by a group of M&E experts. Following the conversion in May, the training will be delivered to target CSOs in several rounds during June –July, 2012.

Duties + Requirements
Master Training Consultant M&E System Strengthening of CSOs in HIV/AIDS
 
  Duties
  • Convert and translate M&E subject matter training contents into
  • interactive, exercise, games and visually rich training delivery
  • format and tools in Khmer
  • Deliver training to a total of 50 targeted CSOs in several rounds:
    • Module 1 and Module 2: Essentials of design, program logic, results chain, monitoring and evaluation in HIV/AIDS prevention, impact mitigation and OVC care
    • Module 3 and Module 4: Essentials of strategic information, proper use of data and indicators data quality, data interpretation and communication of results for HIV/AIDS prevention among targeted MARPs as per prescribed indicators, guidelines and relevant national M&E frameworks
  • Documentation and reporting on the training and including its outcomes through pre-test and exit-surveys
  Requirements
  • Senior level and proven experience in M&E capacity development in Cambodia
  • Proven track record in the design, development of M&E training; conversion of technical training contents into user-friendly and highly interactive training delivery format using variety of techniques including audiovisuals, exercises, role play and games in a previous role as a Master Trainer
  • Training organization, delivery and training contract management with minimum of support
  • Training outcome capturing, documentation and reporting skills
  • Expert level interactive and participatory training facilitation skills
  • Previous training delivery experience with NGOs and CSOs in Cambodia
  • Cambodian national with full Khmer proficiency
