centralization and De-concentration Project Manager (AusAID)
Duties
- Provide overall leadership and management of the D&D project
- Design curriculum for local authority capacity building in addressing Primary Health Care including Dengue and Malaria Control
- Coordinate and facilitate social health protection of MEDiCAM members and the Think Tank on Health System Strengthening
- Assist the research Unit in their day-to-day operation
- Provide regular technical support as well as Monitoring and Evaluation of the entire AusAID funded project
- Write quarterly, semi-annual, and annual reports of the project
- Represent MEDiCAM at various policy platform
- Contribute to MEDiNEWS development as well as policy Advocacy
- Organize and facilitate regular network monthly meeting
- Write reports of the meeting and other Social Health Protection Networks activities
Requirements
- Cambodian National
- Medical Doctor and Master of Public Health
- At least 7 years working experience with Cambodia’s Health System, and several years’ experience in leadership and management of Health Program
- Experience working with D&D is an asset
- Good experience in facilitation, coordination, advocacy, and representation
- Proven good communication skill and relationship with partners, CSOs, and governments
- English proficiency in listening, writing, and speaking

Dengue Control Officer (AusAID)
Duties
- Work with six districts in Phnom Penh to build their capacity in managing Dengue Control
- Participate in the design of the training curriculum for building capacity of local authority in managing Dengue Control
- Organize and Facilitate training
- Assist Local Authority in developing work plan for dengue control including the design of Dengue Campaign in Community
- Provide regular support and supervision to ensure the effective implementation of the District Work Plan to control Dengue
- Be the primary focal point of communication with key stakeholders
- Actively lead and support the advocacy implementation at MEDiCAM
Requirements
- Cambodian National
- Medical Doctor and /or Master of Public Health
- At least 5-year working experience in Cambodia’s health system, especially in Dengue control program
- Sound understanding of D & D policy and organic law
- Extensive experience in planning, budgeting and coordinating and reporting
- Having experience working with District Council and Community Councils
- Proven Good communication skill
- English Proficiency in speaking, writing and listening

Research Officer
Duties
- Prepare research plan and methodology
- Develop tools for research/study or consultancy
- Provide training on the tools to research team

Health Related Trainer
Duties
- Develop and finalize curriculum on health related training
- Conduct training and coaching on health related topics to particularly local NGOs
- Represent MEDiCAM, interact with partners including government, national and international NGOs
- Lead the development of plans and proposals for development and continuation of the training program
Requirements
- Cambodian National
- Medical doctor or MPH
- At least 3 years experience as a trainer essential, within the Health Sector desirable
- Good understanding of the Cambodian Health System and Health Policies
- Experience in development and delivery of training programs
- Fluency in Khmer and English in speech and writing
- Good IT skills including MS-office
- Analytical mind with sound judgment and interpersonal skills

Radio & TV production officer (AusAID)
Duties
- Provide Overall leadership and management of all broadcasting programs on Radio and TV
- Identify and select topics for discussion on air
- Identify and schedule speakers for any specific topic
- Moderate the discussion on air
- Voice and Video record of all broadcasting program
- Make all necessary logistic arrangement for both radio and TV programs
- Write report for each talk
Requirements
- A degree in media is an asset
- Several years’ experience in TV or Radio moderator
- Good experience in facilitation, coordination, and preparation of on air discussion
- Some good experience in working with health sector, especially in health policy
- Demonstrate good communication and facilitation skill
- English proficiency in listening, writing, and speaking

Health Policy Debate Coordinator (GF-HSS-9)
Duties
- Contribute to determining topics for policy debate
- Design the debate program
- Identify distinguished guest speakers
- Make all logistic arrangement, and others including taking minutes, producing report, preparing all relevant documents and references, and some more
- Be an MC for the start up of the debate
- Communicate and share the results of the debate with stakeholders
Requirements
- At least Bachelor degree in social science or in administration and management or its equivalence
- A degree in public health or a medical doctor is an asset
- Good experience in facilitation, coordination, and preparation of workshops, conferences, or policy debates
- Some good experience in working with policy makers or in the policy development process, particularly in the health sector
- Demonstrate good communication and facilitation skill
- Be well verse in computer software applications such as Microsoft, Excel, Power Point, and some more
- English proficiency in listening, writing, and speaking

Community Health Forum Coordinator (GF-HSS -9)
Duties
- Lead in the preparation of the organization of community health forum including identifying guest speakers, getting permission from local authority and provincial health department, mobilizing grassroots NGOs to work in partnership for the forum, making all logistic arrangements, inviting all policy makers, operational health system providers, local authority representatives, and target audience, and some more
- Produce reports of the forum and share them with stakeholders
- Assist NGO partners in the preparation of the follow-up plans, review, finalize, and submit them for approval from ED for awarding small sub grant to monitor the outcomes of the forum
- Write success stories from the Community Health Forum and publish them in MEDiNEWS
- Provide technical support to all SSRs so that they will be able to organize themselves
- Develop comprehensive plans for all round 9 Community Health Forum, implement them and monitor the implementation closely
Requirements

Information Technology Officer (AusAID)
Duties
- Assist IT Manager in designing and updating MEDiCAM website
- Develop database and GIS mapping system
- Update and maintain MEDiCAM database and mapping system
- Create maps and graphs by using GIS software
- Assist IT Manager in solving problem within IT Unit
Requirements
- Cambodian National
- At least bachelor degree in Computer Science and Software Engineering or its equivalence
- Understanding with OOP concept
- 2 year experience with website development using XHTML, CSS , JavaScript ,JQuery, AJAX and ASP.NET 3.5
- Able to work with SQL Server 2005 or 2008
- Able to develop software with Visual Studio .NET 3.5 (VB.NET or C#)
- Able to work with Arc GIS Desktop and Server including ArcObject SDK for .NET , ArcSDE for Microsoft SQL Server, Web Mapping APIs, and ArcGIS Engine
- At least 2 years experience in software development
- Demonstrate good communication and facilitation skill
- Ability to work under pressure and highly self-motivated

Receptionist/secretary (AusAID)
Duties
- Telephone operator and guest welcoming
- In charge of directing and/or accompanying guests/visitors to where they need to go
- Handling pouches or mail in and out with stamp of receiving and putting administrative reference numbers for all out-going mails/pouches
- Provide in-house support including but not limited to copying, typing, running errand, etc.
- Keep update the monthly event board and staff schedule notice board (out of office work)
- Provide support to other professionals staff in arranging scheduled of appointments
- In charge of confirming to members or invited participants of their availability to join the 4Ms and all other meetings/workshops/conferences/training
Requirements
