The Royal Government of Cambodia has received a grant for the Rural Investment and Local Governance Project - Additional Financing (RILGP-AF, IDA Grant No. H3260KH from the International Development Association and intends to apply part of the proceeds of this grant to payments under the Contract for Consulting Services for the provision of consulting services to NCDDS for NGO Support for Strengthening Public Awareness of Land Use Rights in Commune Sangkat Fund Activities.

The assignment will commence in August 2010. The duration of the assignment is estimated at four months but the assignment must in any case be completed no later than 24 December 2010. The assignment will comprise of the following activities:

- a. Review of the approach and materials used in 2009 by BfD (Buddhist for Development)
- b. Prepare inception Report/ Preliminary Work Plan (15 pages maximum)
- c. Produce the most appropriate campaign materials
- d. Implementation the campaign by conducting workshops, fieldworker training and undertaken outreach activities such as select location of outreach activities, conduct meetings in Commune and collaborate with the consultant and NGOs in charge of the impact assessment.
As a guideline for NGOs preparing proposals for this assignment, the approximate budget for the assignment is US$ 49,500.

The NGO will have to provide a team leader, communication specialist, environmental specialist and a sufficient number of field workers. Korsang was established in September 2004 and became an independent organization receiving direct support from KHANA, UNICEF, FHI, OSI, WHO and HAARP for financial and technical supports KORSANG has grown rapidly in size and coverage. In 2009, the organization employed 58 full time staff and 20 Peer educators and offered harm reduction services to over 4,000 amphetamine type substance users and more than 1,200 injecting drug users, many of whom are young people.

The NGO is running a drop-in-centre located in Phnom Penh and conducts outreach to 20 sites in the Phnom Penh area. KORSANG also provides basic medical care through an infirmary to treat minor injuries. For severe diseases and injuries, KORSANG is referring its beneficiaries to public medical services although discrimination toward drug users remains high and represents an obstacle for proper care and treatment. Initially, the Satrey program staff found it difficult to recruit participants as there are less female then male drug users. With intensive outreach, trust building and a good reputation the Satrey Program has become one of Korsang’s most successful programs. As Satrey grows, the needs of the program increase and become more apparent. The items requested in the scale up directly reflect the needs of the population which the Satrey serves.

Korsang seeks to provide women and children a safe place to prevent harm and opportunities to increase women’s understanding of HIV/STI prevention and have opportunities to promote early childhood development. The expanded Satrey programme and new facility will offer drug using women at risk for HIV/AIDS and their children an alternative place to spend time to the dangerous streets of Phnom Penh. Currently Korsang provides shelter, medical care, meals, and showers for over 20 drug using women and 8 children, including 4 pregnant women. Korsang Satrey currently, in the past 9 months has had contact with 545 female IDUs through outreach and the DIC. The organization had 4,123 contacts with female ATS users through outreach and DIC during the same period and 2,208 contacts with female entertainment workers. The organization had 2,558 contacts with children of entertainment workers and/or drug users. 12,640 individual HIV education, drug education and health education sessions were provided. The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance (MEF) has received IDA Grant No. H4410-KH from the International Development Association (IDA) towards the costs of the Demand for Good Governance Project. The DFGG Project is a response to the current RGC push for reform, and has been approved as a US$20 million-equivalent grant from the International Development Association (IDA). It will be implemented over a four-year period (2009-2013), under the general coordination of the Ministry of Interior (MOI) as the Executing Agency.
