Duties + Requirements
Project Support Officer
 
  Duties
  • Under direct supervision of Head of Mission (HoM), PSO will perform the following tasks
    • Support to Existing Projects & Programs
      • Provide technical assistance to PIN and partner organization staff (especially in the sectors of veterinary services, animal raising and DRR)
      • Assist senior staff (HoO, PC/ PM) by consulting with them the management and M&E of their projects
      • If requested by PC/PM/HoO, assist with monitoring of PIN partner organizations
      • If requested by PC/ PM, assist with internal reviews of PIN’s projects or specific activities and ensure that generated knowledge is used in further programming
      • In cooperation with PC/ PM, control the quality of the project documentation and provide additional training and guidance to the staff if required; ensure that both hard and soft data are well stored
      • Support HoO in ensuring that PIN’s programs and projects have appropriate visibility and accountability mechanisms
      • Propose practical solutions of how the key cross-cutting issues of gender, environment protection etc. can be better addressed in PIN’s projects and programs
    • Development of Mission’s Programming
      • Identify new opportunities for expansion of PIN’s programs based on clearly identified gaps and needs
      • Conduct assessments and design new projects
      • Identify potential partner organizations and assesses their capacity
      • Actively support PIN and its partners in fundraising
      • Participate in further development and application of mission’s Strategic Plan
      • Participate in staff recruitment if requested by responsible senior staff
    • Capacity Development of PIN and partners’ staff
      • Support PC/ PM in identification of capacity development needs of PIN and partners’ staff
      • When required, assist with finding high-quality and affordable training providers
      • When required, provide training and other capacity development support to PIN and partner organizations’ staff especially in: needs assessments, impact survey methodologies, project cycle management, and data and documentation management
      • Assist all PCs/PM in ensuring that all PIN staff is familiar with PIN’s policies and its Strategic Plan
      • Assist PCs/ PM/ HoO in providing induction to new PIN staff if required
      • Actively work on the development of his own capacity
    • Coordination and Representation
      • If requested, participate in coordination meetings that cannot be attended by PC/PM, HoO/ HoM and/or are important for existing or planned actions of PIN
      • If requested by PIN’s senior staff, assist in communication with local and national authorities
      • Assess opportunities for presenting PIN’s work in local media and support senior staff in doing so
      • Monitor local media (especially Cambodia Daily and Phnom Penh Post) and inform HoM or relevant project staff about important news related to PIN’s areas of work
    • Other
      • Translate documents from Khmer to English and English to Khmer
      • Ensure interpretation during important visits of headquarters staff, journalists, donors etc.
      • Submit to HoM regular monthly reports on PSO’s achievements and plans
      • Assist HoM and HoO in fulfilling PIN headquarters’ reporting requirements
      • Follow PIN’s policies and procedures
      • Assist with other PIN activities-related tasks as assigned by HoM
      Requirements
    • University degree in a relevant discipline (ideally in development studies, agriculture veterinary/ animal husbandry studies, public health, etc.)
    • At least 5 years of experience working for national or international NGO in Cambodia in a similar position
    • Excellent analytical and reporting skills
    • Proficiency in MS Office (knowledge of database and SPSS software would be anadvantage)
    • Fluency in English and Khmer (verbal and written) is a must
    • Excellent interpersonal and communication skills
    • Ability to work in a team and independently
