4. Member
Household (MOH): An individual who accompanies a direct-hire Foreign, Civil,
uniformed service member permanently assigned
stationed at
U.S. Foreign Service post
establishment abroad,
at
office
the American Institute
Taiwan. An MOH is:
- Not
EFM; and,
- Not on
travel orders
the sponsoring employee; and,
- Has been officially declared by
sponsoring USG employee
the COM
part
his/her household.
A MOH
under COM authority
may include
parent, unmarried partner, other relative
adult child who falls outside
Department’s current legal
statutory definition
family member. A MOH does
have
be
US Citizen.
5. Not Ordinarily Resident (NOR) – An individual who:
- Is not
citizen
the host country; and,
- Does
ordinarily reside (OR, see below) in
host country; and,
- Is
subject
host country employment
tax laws; and,
- Has
US Social Security Number (SSN).
NOR employees are compensated under
GS
FS salary schedule,
under
LCP.
6. Ordinarily Resident (OR) – A Foreign National
US citizen who:
- Is locally resident; and,
- Has legal, permanent resident status within
host country; and,
- Is subject
host country employment
tax laws.
EFMs without US Social Security Numbers are also OR. All OR employees, including US citizens, are compensated
accordance
the Local Compensation Plan (LCP).
